Employees of Shirak Regional Department of the RA National Security Service, pursuing a consistent fight against corruption phenomena, cooperating with the employees of the Investigation Department of the RA National Security Service, detected cases of official forgery in Artik Basic School No. 1 SNCO subordinate to Shirak Regional Administration and Community Non-Commercial Organization “Children and Youth Sambo and Judo Sports School” subordinate to the Gyumri municipality  and embezzlement on especially large scales -a total of about 41.800.000 AMD.

Thus, the director of Artik Basic School No. 1 SNCO subordinate to Shirak Regional Administration by prior agreement with the school's accountant, with a single intent to steal money on an especially large scale by embezzlement, during 2012-2019, by order a total of 9 persons were recruited for various positions and in the conditions of non-attendance at work and non-fulfillment of their labor duties, drew up, approved and certified forged time cards, other documents that are the basis for the payment of wages, and then, having put them into circulation, presented them for payment, as a result of which, for the purpose of paying wages from the property fund of Shirak Regional Administration, an especially large sum was unjustifiably written out in the name of these persons - a total of 23.800.000 AMD, which was illegally, gratuitously, for mercenary reasons, was stolen by the members of the criminal group by means of embezzlement.

In addition to the above, during the preliminary investigation of another criminal case it was established that the persons holding the position of director during 2001-2019 in Community Non-Commercial Organization “Children and Youth Sambo and Judo Sports School” subordinate to the Gyumri municipality by prior agreement with the accountant of the same organization, with a single intent to steal money on an especially large scale by embezzlement, during the above-mentioned years, in Community Non-Commercial Organization "Children and Youth Sports School of Sambo-Judo", a total of 10 persons were hired for various positions as employees by order, after which, in the conditions of non-attendance at work and non-fulfillment of job duties by the latter, they drew up, approved and certified time cards with forged content that are the basis for the payment of wages, then, having entered these documents into circulation, presented them for payment, as a result of which, in order to pay wages from fund of Gyumri municipality in the name of the mentioned persons an especially large sum - a total of 18.000.000 AMD was unjustifiably withdrawn, which was illegally, gratuitously, for mercenary purposes, through embezzlement, was stolen by the members of the criminal group.

In connection with the mentioned cases, in the Investigation Department Department of the RA NSS criminal cases were initiated on the grounds of the elements of crimes envisaged  by Article 314, Part 1 of the RA Criminal Code and Article 179, Part 3, Clause 1 of the RA Criminal Code.

Active criminal procedural and operative-search measures are being taken in the direction of fully detecting the corruption scheme in the mentioned organizations, restoring the damage caused to the state and community.

Note: The suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
