Procedures, approved by the Order of Director of the NSS of RA, of issuing licenses and permits for export/import of goods subject to bans and restrictions on transportation within the customs territory of RA

1. Order of Director of the NSS of RA of 11.03.2015 №1-N “On approving the instruction on drawing up the application for issuing a license for import and (or) export of certain types of goods and on drawing up such a license.”

1.1 Order of Director of the NSS of RA of 30.11.2015 №7-N on making amendments to the Order of Director of the NSS of RA of 11.03.2015 №1-N “On approving the instruction on drawing up the application for issuing a license for import and (or) export of certain types of goods and on drawing up such a license.”

2. Order of Director of the NSS of RA of 26.10.2016 №2-N “On approving the order of, in case of RA’s trading with third countries, the import to the customs territory of RA and export from the customs territory of RA of special hardware meant for secret information acquisition; on approving the list of special hardware meant for secret information acquisition restricted for import to the customs territory of RA and export from the customs territory of RA; and on approving the list of information on printed, audiovisual and other information media, banned for import to the customs territory of RA, export from the customs territory of RA and transit over the customs territory of RA.”

3. The Order of Director of the NSS of RA of 11.03.2015 №3-N “On approving the orders of, in case of RA’s trading with third countries, the import to the customs territory of RA and export from the customs territory of RA of encoding (cryptographic) means and of the registration of notifications; on approving the list of the category of goods (products) which are encoding (cryptographic) means or which contain encoding (cryptographic) means the technical and cryptographic characteristics of which are subject to notifications; and on approving the list of encoding (cryptographic) means restricted for import to the customs territory of RA and export from the customs territory of RA” lost its effect on the basis of the Order of Director of the NSS of RA of 30.11.2015 №8-N.

The filling in of notifications and their submission to the authorized body is carried out by the MANUFACTURER OF GOODS (PRODUCTS) or a person authorized by him/her.

Clarifications

1. For the import to the customs territory of RA and export from the customs territory of RA of goods with the FEACN of the CU codes of the list of Appendix 2 (section 2.17 of the Single List) to the Order of Director of the NSS of RA of 11.03.2015 №2-N, WHICH ARE SPECIAL HARDWARE MEANT FOR SECRET INFORMATION ACQUISITION, and of goods with the FEACN of the CU codes of the list of Appendix 2 (section 2.19 of the Single List) to the Order of Director of the NSS of RA of 30.11.2015 №8-N, WHICH HAVE ENCRYPTION (CRYPTOGRAPHY) FUNCTIONS, the person/organization conducting the import/export (hereinafter referred to as the applicant) must obtain from the NSS of RA a license or a decision (an authorization document).

2. For obtaining a license the applicant submits the application (either in Armenian or Russian) filled in the form and order envisaged by the appendix to the Order of Director of the NSS of RA of 11.03.2015 №1-N. The filled in application and other documents required by the Orders of Director of the NSS of RA of 11.03.2015 №2-N or of 30.11.2015 №8-N are submitted to the NSS of RA together with a letter addressed to Director of the NSS of RA.

3. For obtaining a decision (an authorization document) the applicant submits documents required by the Orders of Director of the NSS of RA of 11.03.2015 №2-N and of 30.11.2015 №8-N.

4. A single-use license or a decision (an authorization document) is issued for the term not exceeding one year, and the term of the notification is set by the manufacturer of the goods.

5. According to Article 19.6 of the RA Law “On State Duty”, for obtaining from the NSS of RA of single-use licenses and permissions or their duplicates, in the field of foreign trade with third countries, for the import and/or export of goods subject to restrictions, together with the documents attached to the application, in accordance with subparagraph 7 of paragraph 5 of Appendix №1 to the Order of Director of the NSS of RA of 11.03.2015 №2-N, subparagraph 4 of paragraph 11 and subparagraph 3 of paragraph 15 of Appendix № 1 to the Order of Director of the NSS of RA of 30.11.2015 №8-N, it is necessary to submit as well the copy of the receipt on the payment of state duty or the receipt (in the amount of the basic fee) generated by the state electronic payment system.
