The preliminary investigation initiated on the grounds of Article 225, Parts 1, 2 and 4, Article 301 and Article 301.1, Part 1 of the RA Criminal Code in connection with the incidents of civil disorders, public calls for the seizure power, violent overthrow of the constitutional order, and coercion of the RA National Assembly and the Government continues in the Investigation Department of the RA National Security Service, during which based on a body of sufficient evidence obtained, criminal prosecutions were instituted by the body carrying out the proceedings against about four dozen participants or organizers of the civil disorders. At present, arrest has been chosen as a measure of restraint against ten of them, five persons have been detained and with respect to the rest of the persons, non-custodial measures of restraint have been chosen. Moreover, as a result of effective investigative and other procedural actions undertaken by the preliminary investigation body, as well as complex operative-search measures carried out in parallel with them, it was possible to detect and initiate criminal prosecution against the persons who used violence dangerous to the life and health of the President of the RA National Assembly Ararat Mirzoyan, who carried out pogrom or destruction, damage to property in the buildings of the RA Government, the RA National Assembly, who committed outright thefts of property from the residence provided to the RA Prime Minister located at 74 Dzorap Street, Yerevan.

As a result of the undertaken operative-search measures and investigative actions, the identities of more than seven dozen persons were also identified, as well as the data of other participants of the civil disorders were clarified, upon the detection of which search and investigative works are being carried out.

Criminal prosecution was initiated and carried out also in relation to the majority of the persons depicted in the videos widely disseminated on social networks, including two female representatives who destroyed or damaged property in the Session Hall of the RA Government, the person who exerted violence against the RA Prime Minister's spokesperson Mane Gevorgyan, the persons who damaged the door of the Prime Minister's reception in the building of the RA Government, who organized a pogrom, destruction or caused damage in the Session Hall of the RA Government, in the buildings of the RA National Assembly, organizers of mass civil disorders in the office of Radio Liberty, and, in the same place, persons calling for the use of violence, the overwhelming majority of which gave confessions to the body carrying out the proceedings and regretted for the committed act.

At the same time, the body carrying out the proceedings consistently took measures in the direction of finding the organizers or leaders of the civil disorders. As a result, in the criminal case, factual data have already been obtained, including during the interrogation of participants of the civil disorders and persons who were eyewitnesses to the incident, when studying the video cameras found during the inspection of the scene, about the organizers of the civil disorders, their role and leadership and direction of action of participants of the civil disorders at the scene.

In particular, sufficient factual data were obtained in the criminal case about the active role during the civil disorders of like-minded political figures with anti-government views who were noticed at the scene of the destruction or damage to property or other similar active actions.

Appropriate measures are being taken by applying the permissible criminal procedural toolkit in the direction of finding out the full scope of organizers or participants of the civil disorders, individualizing their actions and taking appropriate criminal-legal measures of influence.

Note: The suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
