National Security Service Detected Cases of Theft of Funds in Especially Large Amounts through Embezzlement and Official Forgery by Officials

As a result of complex operative-search measures taken by the relevant subdivisions of the RA National Security Service, sufficient factual data were obtained that the officials of “National Institute of Metrology” CJSC, being endowed with organizational-managerial, administrative-economic powers, using their official position, in the period from 2010 to 2018, with a single intent, by prior agreement with a group of persons, out of mercenary motives, appointed 27 citizens to various positions by order. Then, being firmly aware of the circumstance of non-attendance at work and non-fulfillment of job duties by the latter, drew up and certified “time cards” with forged content which are an official document granting the right and other documents that are the basis for payment of wages, in which they entered obviously false information about the attendance by the mentioned employees, their performance of functional duties, etc. Then, by putting these documents into circulation, they submitted them for payment, as a result of which sums in especially large amounts - 59,062,904 AMD were withdrawn from the state budget in the name of the mentioned employees and was stolen through embezzlement for mercenary motives.

In connection with the incident a criminal case was initiated in the Investigation Department of the RA NSS on the grounds of the elements of crime envisaged by Article 179, Part 3, Clause 1 of the RA Criminal Code, and Article 325, Part 2 of the RA Criminal Code.

Necessary investigative and other procedural actions are being taken by applying the permissible criminal procedural toolkit in the direction of finding out all the circumstances of the incident and the full scope of persons who committed the crime, recovering the damage caused to the state.

Note: The suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
