Hundreds and Systematic Cases of Giving Bribe to Voters and Receiving Bribe during Parliamentary Elections in Armenia Held on 2 April, 2017, Detected
As a result of large-scale investigative and other procedural actions, as well as complex operative-search effective measures taken by the RA National Security Service, it was possible to detect numerous cases of giving bribe to voters from the candidates, as well as to voters in person or through a mediator to vote for “Prosperous Armenia” Party by a group of members of “Prosperous Armenia” Party by prior agreement, in order to vote for the “Prosperous Armenia” Party during parliamentary elections in Armenia held on 2 April, 2017, in which both the party leadership and the party members were involved. It was established, that in the pre-election period, with the organization of the leading members of the party, the active involvement of the party members and the distribution of clearly developed roles, the voters were given hundreds of millions of drams as electoral bribes to vote for the candidates of the Party and the Party.
At the same time, during the preliminary investigation, about four dozen searches were carried out, during which documents containing detailed computer records or handwritten records were confiscated, which refer to the movement of funds during the elections: the amount given to voters, activists, compensation for student tuition fees under the guise of charity, analysis of votes received in exchange for the given money, as well as other factual data relevant to the criminal case, which provide grounds for making reasonable claims that they were mostly aimed at accountability to the Party leadership.
It is especially noteworthy that according to the questionnaire, the specific circle of persons, as if coincidentally asking for help even during the gatherings, was developed in advance.
Preliminary investigation goes on, active measures are being taken to detect the exact circle of persons involved in the process of giving, receiving electoral bribes, to individualize the acts of each of them and to give an adequate criminal-legal assessment to the act.
Note: The suspect or accused of an alleged crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
