The National Security Service of RA, taking legal action − within the functions vested upon it by the law in the field of countering crime − related to the alerts regarding various manifestations of corruption received from different state bodies, as a result of the undertaken operational and search measures and investigative activities, detected a corruption-related criminal incident - thefts and frauds, in especially large amounts, committed by an official for a long time.

According to the received factual information, from 2015-2019, the director of "Dzorak Care Center For People With Mental Disorders" SNCO, using his official position with the intention to steal (embezzle) other person’s property entrusted to him, during 2015-2019, appointed a number of citizens, who didn't actually go to work, to different posts in the organization. The data of these citizens were included in the time card and in the salary calculation list, and salaries − AMD 25.231.000 in total − were written out at state expense and managed by the mentioned official. As a result, the latter stole the mentioned especially large amount of money through embezzlement.

Besides, within the same period, in the same SNCO, during 2015-2018, signatures were put in the work attendance register in front of the name of an employee while the latter was not in the Republic of Armenia.

At the same time, from 2018 to February 2020, a number of beneficiaries of SNCO's 24/7 paid care were accepted and kept in the center without relevant documentation, and the daily amount of money paid under the agreement on 24/7 paid care was personally received from the beneficiaries’ relatives at the end of each month without entering the company’s cash register. As a result, especially large amount of money was stolen through embezzlement.

According to the corresponding articles of the criminal code of RA, a criminal case has been initiated in the Investigation Department of the NSS of RA in connection with cases of theft and frauds, in especially large amounts, committed by the official of "Dzorak Care Center For People With Mental Disorders" SNCO. Preliminary investigation is being conducted.

Note: The suspect or accused of an alleged crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
