NSS Detected Case of Receiving Bribe by Official of Military Commissariat

The National Security Service of RA, being faithful to the adopted policy of eliminating various manifestations of corruption, as a result of operative-search measures and investigative activities undertaken within the functions, vested upon it by the law, aimed at countering corruption, detected another case of receiving a bribe by official of the military commissariat.

According to the received factual information, the head of the Military Call-up Department of the Military Commissariat of one of the RA Marzes, while being an official carrying out public service and implementing functions of a representative of authority, in 2019, reached a prior agreement with the former employee of the same military commissariat, according to which, he would assist, in exchange for a bribe, through officials he was acquainted with, in granting deferments of fix-termed military service for the conscripts introduced by the mentioned former employee or in exempting these conscripts from service.

Using his official position, the head of the Military Call-up Department, according to the agreement with the inspector of the military registration office, during the winter call-up of 2019, facilitated the implementation of the mentioned actions through competent officials in favor of 4 conscripts, as result of which, two conscripts used the right to deferment, and the other two were recognized unfit for the fix-termed military service and registered in reserve. For that reason, the head of the Department demanded from the relatives of these conscripts and, with the help of an accomplice, received, in parts, a bribe in especially large amount, USD 13.700 in total- equivalent to AMD 6.500.000.

Since sufficient factual data had been obtained, the persons having committed an alleged crime were brought in, and the persons who had given a bribe, due to the existence of irrefutable evidence, confessed the fact of a crime.

According to the corresponding articles of the Criminal Code of RA, a criminal case has been initiated in the Investigation Department of the RA NSS in connection with apparent cases of crime; the official who received the bribe and his accomplice have been detained. Preliminary investigation goes on; relevant measures are being taken to detect all other possible criminal episodes of receiving a bribe, as well as to detect and prosecute all other persons involved in the corruption chain.

Note: The suspect or accused of an alleged crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
